No. When a header or footer template is active, your theme’s default is hidden automatically. It’s rare for this to fail, and only on themes with an unusual structure — where it does, a developer can register that theme’s markup so it’s hidden too.
Display Conditions, mixing Include and Exclude rules. You can add several to one template, so a header can cover the whole site except a set of landing pages.
The more specific one wins. A header set to Front page overrides a header set to Entire site, but only on the homepage. Where you need to force the outcome, set a Priority number on the template — lower wins.
Start with a site-wide header and footer using the Entire site condition, then add special versions for the homepage or landing pages. For a shop, add a Single template for all products and an Archive template for the shop and category pages.
