Each effect is an independent switch with its own range: vertical and horizontal movement in pixels, scale from and to, rotation in degrees, opacity from and to, and blur from and to. They combine, so one element can drift and fade at once.

Yes. Scroll Start and Scroll End set the window, as a percentage, over which the effect plays, and Easing and Smoothing control how the motion accelerates and how much it lags behind the scroll for a fluid feel.

Both. A Background Image Layer gives you a parallaxing background with its own image, scroll speed, size, position and overlay colour. A Decoration Layer adds an independent image, icon or text element with its own styling and motion — text decorations even support typography, stroke, shadow and following a circle, arc or wave.
